This year's event comes after China held military drills around Taiwan and warned of war over US-backed island following the inauguration of President Lai Ching-te.
Dong also addressed tensions in the South China Sea, where Beijing has been involved in confrontations with Philippine vessels. He warned that there are 'limits to China's restraint' and emphasized that external forces should respect China's sovereignty and territorial integrity.
The United States, which has deepening defense ties in the Asia-Pacific region, has been a major point of contention between China and the international community. The US military regularly deploys warships and fighter jets in the Taiwan Strait and South China Sea, which Beijing views as part of its effort to contain China.
Despite tensions, Dong called for greater exchanges and cooperation between China and other countries. He met with US Defense Secretary Lloyd Austin on Friday for the first substantive face-to-face talks in 18 months between the two defense chiefs.
