Rep. Donald Payne Jr., a six-term congressman from New Jersey, passed away on April 20, 2023 at the age of 65 due to complications from diabetes and a heart attack. Born in Newark, New Jersey, Payne followed in his father's footsteps and became the second Black representative for the state in Congress. He represented New Jersey's 10th Congressional District and chaired the Subcommittee on Railroads, Pipelines and Hazardous Materials within the House Committee on Transportation and Infrastructure.
Payne was a strong advocate for health care opportunities, lead-testing in school water, and cancer prevention awareness. He played a significant role in securing $900 million for New Jersey's Gateway Project in 2017. Survived by his wife Beatrice and their three children: Donald III, Jack and Yvonne.
Payne's father, Donald Payne Sr., was also a trailblazer in New Jersey politics as the state's first Black representative in Congress. After his father's death in 2012, Payne won a tough primary and became a candidate for the U.S. House of Representatives.
Despite his health issues, Payne remained dedicated to serving his constituents and was running unopposed for re-election in the Democratic primary at the time of his death.
Under New Jersey law, a special election must be called to fill Payne's vacant seat since there are more than six months left in his term. The passing of Rep. Donald Payne Jr. marks a significant loss for New Jersey and the nation.
