Two top Russian military officials, Sergei Shoigu and Valery Gerasimov, have faced arrest warrants issued by the International Criminal Court (ICC) for their alleged involvement in crimes against humanity and war crimes during Ukraine's conflict. The ICC accused both individuals of directing attacks at civilian objects and causing excessive incidental harm to civilians or damage to civilian objects from at least October 10, 2022, until March 9, 2023.

Sergei Shoigu served as Russia's Minister of Defence during the alleged conduct.
