SEOUL, South Korea and Pyongyang, North Korea (AP) - In a significant move that could escalate tensions in the region, Russia and North Korea have signed a new agreement during a summit in Pyongyang. The deal requires both countries to provide immediate military assistance if either is invaded or pushed into war. This marks the strongest connection between Moscow and Pyongyang since the end of the Cold War.
The agreement, described as a 'comprehensive strategic partnership' by North Korean state media, was reached during Vladimir Putin's first visit to North Korea in nearly a quarter century. Article 4 of the agreement states that one country must deploy 'all means at its disposal without delay' to provide military and other assistance if another is invaded and pushed into a state of war.
Kim Jong Un, the North Korean leader, described the deal as their 'strongest-ever treaty,' putting the relationship at the level of an alliance. Putin called it a 'breakthrough document' reflecting shared desires to move relations to a higher level.
The new agreement comes amid heightened tensions between Russia and Ukraine, with both sides accusing each other of aggression. The United States and its allies have expressed concern over the deepening relationship between Moscow and Pyongyang, fearing it could lead to increased military support for North Korea's nuclear weapons program.
During Putin's visit, he also gifted Kim Jong Un a Russian-made Aurus limousine. Kim, who is reportedly a major car enthusiast and collector, was seen beaming as he took the wheel of the limo alongside Putin.
The agreement between Russia and North Korea was signed on Wednesday, June 19, 2024. The exact terms of the deal have not been released to the public.
