In a coordinated attack, Russia launched a barrage of missiles and drones on Ukraine's energy facilities, causing significant damage and leaving the country struggling with rolling blackouts. This comes as Ukraine's President Volodymyr Zelenskyy reported that at least three people were killed in a Russian bomb attack on the second-largest city, Kharkiv. The attack left 25 others wounded and targeted a residential building. Russia has continued to target Ukraine's energy infrastructure, causing widespread power outages and damage to facilities in the southeast and west of the country. Ukraine's air defenses have intercepted most of the missiles and drones launched by Russia, but not all. The attacks on energy facilities have caused both sides to focus on taking out each other's infrastructure, as they seek to limit each other's ability to fight in a war that is now in its third year. In addition to the ongoing conflict between Ukraine and Russia, China and the EU have agreed to start consultations on electric-vehicle subsidies. However, Germany's Habeck blamed China's support of Russia for worsening Berlin-Beijing relations and proposed tariffs on imports of EVs from China as compensation rather than punishment.
