The child was found with a bivy material obstructing his head and face inside a fully secured and alarmed bivy. An investigation is underway by the Transylvania Sheriff's Office, District Attorney of Prosecutorial District 42, and North Carolina Department of Health and Human Services to ensure safety protocols were followed.
